The Stellar Group of Jacksonville,
Fla., has promoted Jim Bliss
to director of information technology. Bliss will manage all
of Stellar's information technology functions and will supervise
and coordinate the activities of the IT staff. He also will
be responsible for the company's databases, operating systems,
network architecture, technical support, network security,
computer training and software implementation.
He previously held the position of network services manager
for Stellar and has more than 17 years of experience in network
management, software installation and network maintenance/repair.
Gate Construction Materials Group
of Jacksonville, Fla., recently promoted Dean
Gwin to vice president of marketing and sales. Gwin
will be responsible for the architectural precast division
of the Gate Construction Group.

PSA Constructors of Orlando
recently announced the appointment of Richard
A. Webster to the position of project director and
Lewis McKenzie to project control
technician.
In his position, Webster is responsible for directing the
firm's projects, including Pinnacle Tower in Tampa and the
new law school for Florida A & M University in Orlando.
McKenzie is responsible for IT coordination and database
management at PSA's program management office in Riviera Beach,
Fla.

Atlanta-based Hardin Construction
Co. has promoted Dax Talley
to superintendent. Talley joined Hardin as a carpenter, and
most recently served as assistant superintendent. He is now
based in Orlando.

Autobuilders General Contracting Services,
West Palm Beach, Fla., recently hired Steve
L. Racey as estimator. He will be working on all aspects
of the estimating procedure, including preparation and distribution
of bids and management of the subcontractor licensing documentation
system.

John T. Bambace recently joined
Christiano Construction Co.
of Clearwater, Fla., as a senior project manager. He has 25
years of progressive construction experience.

HMB Steel Corp., a steel fabricator
and erector based in Rockledge, Fla., recently announced the
promotion of Forrest F. Brewton
to president and Grant A. McCammon
to executive vice president. Both Brewton and McCammon became
principals in the company.

Lou Cantu has been appointed
as business development manager for Comprehensive
Energy Services, Altamonte Springs, Fla. He is a 13-year
veteran of Central Florida's commercial/industrial mechanical
contracting industry.

Hoar Construction, based in
Birmingham, Ala., recently announced that Craig
Harris and Mark Hendricks
have been promoted to contract managers.
Harris is currently working on Hoar's 2525 Ponce de Leon
office building project in Miami. Hendricks is currently working
on the Beaver Creek Commons shopping center project in Apex,
N.C.

Jim Hayhurst has been appointed
plumbing and gas service development representative at Westbrook
Service Corp., the commercial and residential air conditioning,
electrical and plumbing service division of Westbrook, Orlando.
Hayhurst is a 16-year veteran of the plumbing and natural
gas industries.

Tilt-Con Corp., Altamonte Springs,
Fla., recently appointed Chambre Riegel
as its marketing and public relations manager. She will be
handling all of the marketing efforts and collateral production
for the Central Florida-based tilt-up construction firm. She
previously worked for a South Florida land developer and the
Kansas State University Athletic Department.
