Patrick Shannon, formerly vice president-construction equipment finance for Volvo Financial Services North America in Greensboro, N.C., was appointed vice president-finance and chief financial officer for Volvo Construction Equipment North America, Asheville, N.C.
Shannon joined Volvo Financial Services North America in 1995 in a management position, and from 2002 to 2008 was a vice president, primarily responsible for retail and wholesale financing and risk management.
Shannon graduated from St. John’s University in 1988, and holds an MBA degree from Wake Forest University.
Robert K. Vaughn was promoted to vice president of the commercial division at Palmer Electric Co. in Winter Park, Fla. Vaughn, who has been with Palmer Electric since 2002, most recently served as vice president of commercial production. In his new roll, Vaughn is responsible for daily operations of the commercial division including customer service, business development, pre-construction services, field installations, quality control and project commissioning. He has more than 29 years of industry experience.
Brian Mulligan was named director of business development for Evergreen Construction in Atlanta. He will be responsible for business development and marketing efforts. He has more than 25 years of experience in marketing, business development, public relations and news information positions related to the construction industry.
Prior to joining Evergreen, Mulligan was director of business development at Sharpe Construction in Buford, Ga. He also spent 18 years with Reed Construction Data, where he served as director of research operations.
Miller Legg, a multi-disciplinary consulting firm with offices in Pembroke Pines, Fla., announced three employees were promoted to senior associates. These employees include: William Daly, director of information technology, a 12-year veteran of the firm; Todd Nochomson, a CAD systems manager with 20 years of technical and managerial experience of CAD systems at Miller Legg; and Marc Stehli, an engineering service manager and senior project manager in the firm’s Central Florida office.
Miller Legg also announced the promotion of two employees to the position of associate: Samuel Hall, a project surveyor and GIS coordinator in the Miami office; and Christopher Holmes, a project engineer in the firm’s Palm Beach, Fla., office.
John K. Rickrode has joined the Tampa office of WilsonMiller as senior project manager for the survey department. Rickrode has 29 years of land surveying experience, including 18 years as a licensed surveyor. He most recently served as geomatics office manager for McKim & Creed.
Michelle DeLora was elected chairman of the board of the Central Florida Chapter of the U.S. Green Building Council. DeLora is a registered architect in Florida, with Burke Hogue Mills, and a LEED-accredited professional.

TLC Engineering for Architecture of Orlando has named 11 new associates. They include: David Miller, Kohnen Barry, Lawrin Ellis, Vincent McNish, Adriel Mercado, Bill Fouraker, Taw North, John Rippel, Cheryl Maze, Vanessa Bermudez and Emily Carrier.
Ronnie Maddox has joined Girard Environmental Services of Sanford, Fla., as director of business development for construction services. He will oversee all business development activities for the firm’s construction division, which entails landscaping and irrigation installation for new commercial projectsPrior to his new position, Maddox served as a project manager for Pertree Constructors.
